Haitao Liu, MD, MPA

Haitao Liu graduated from Department of Clinical Medicine, Chinese Medical University and School of Governmental Management, Peking University of China. Since 1998 he worked in Ministry of Health (MOH), PR China, who had a strong interest and background in the field of public health management and disease control. Over the past decade, he has been working on a number of national programs management including acute infectious diseases, such as avian flu and SARS; chronic infectious diseases, such as tuberculosis and leprosy; chronic non-communicable diseases, such as diabetes and cancer. It is his major work to make policy and financing, supervise and evaluate the implementation of program. At the same time he was in charge of Word Bank TB Project (Health X) , Global Fund TB Project, China MOH-Gates Foundation TB Project. Currently, he is a visiting scholar of Department of Global Health and Population, HSPH, whose research focuses in health strategy, health management and disease control policy.
Zhiguo Zhang, MD, PhD
Associate Professor, Huazhong University of Science and Technology(HUST), China
Zhiguo Zhang got his Ph.D. from Huazhong University of Science and Technology(HUST) in 2008,Wuhan, China. He has been a faculty at School of Medicine and Health Management of HUST since 2000, where he mainly teaches health economics, operations research in undergraduate and graduate level. He was promoted to associate professor in 2010. During September 2012 and November 2013, he is a visiting scholar in China Initiative, Harvard School of Public Health. His research interest focuses exclusively on health insurance, especially the basic medical insurance in China. Now, he is undertaking a research project about the risk-adjusted capitation payment model of outpatient pooling fund in the urban residents’ basic medical insurance which is funded by National Natural Science Foundation of China. He has also researched the appropriate premium paid by minor individuals in the urban residents’ basic medical insurance using goal programming model.
Zhiying Liu, PhD
Associate Professor, Wuhan University, China
Zhiying Liu is an associate professor in Wuhan University social insurance research center. She has been focus teaching and research about public economy management and social insurance. Her research interests fall in public economy, income distribution, and pension service. She published many papers in core chinese journals and wrote a book named “Social Insurance and the Gap Between Rich and Poor”. She conducted many projects, such as the Ministry of Education project “Questions About Equalizing the Basic Social Insurance In China”. She was awarded the second prize for the Young Teachers Teaching Competition in Wuhan University, and the first prize China Social Insurance Excellent Paper Competition.

Zhongwen is a third year PhD student from School of Public Policy and management, Tsinghua University, China. She got her bachelor’s degree from School of Economic Management, Southeast University, China. Her research interests fall in health information technologies, e-governance, and social media.
