MarciaMarcia Testa, MPH, PhD
Principal Investigator, Director
Dr. Testa has devoted her career to teaching and education for public health professionals, including 32 years of training degree and continuing education students. Dr. Testa taught over 110 for-credit degree courses in public health and medicine, and since 1997 has served on the Executive Committee of the HSPH Center for Continuing Professional Education (CCPE). She also brings experience as a local public health leader and practitioner as vice chair of the Wellesley, MA Board of Health. (full bio)

ElenaElena Savoia, MD, MPH
Deputy Director
Dr. Savoia has a background in medicine, hygiene, and public health emergency preparedness, as well as extensive experience in the assessment of public health systems’ emergency preparedness capabilities. She is the deputy director of the HSPH-PERLC and co-investigator in the HSPH-PERRC. (full bio)

Paul BiddingerPaul Biddinger, MD, FACEP
Chief, Division of Emergency Preparedness, Massachusetts General Hospital                                                                                                                     Director, Emergency Preparedness and Response Exercise Program, Harvard School of Public Health
Dr. Paul Biddinger is the Director of Operations for Emergency Medicine and the Medical Director for Emergency Preparedness at Massachusetts General Hospital in Boston. He is also Director of the Emergency Preparedness and Response Exercise Program (EPREP) at the Harvard T.H. Chan School of Public Health and holds academic appointments at Harvard Medical School and at the Harvard T.H. Chan School of Public Health.  Dr. Biddinger chairs the Massachusetts Medical Society’s Committee on Preparedness, and he is a medical officer for the MA-1 Disaster Medical Assistance Team (DMAT) in the National Disaster Medical System (NDMS) in the US Department of Health and Human Services (HHS).



Linda MarcLinda Marc, ScD, MPH, MS
Education and Curriculum Development Director
Dr. Marc has a background in social determinants of health, with experience in the measurement of psychological outcomes and knowledge of cultural issues relevant to vulnerable populations (e.g., ethnic minorities, multilingual audiences, immigrant and lower socioeconomic status groups). She is the education and curriculum development director within the HSPH-PERLC. (full bio)

DottieDottie Bernard, MPH
Program Manager/Project Lead, CHEMPACK Training Initiative
Dottie Bernard is a Program Manager at the Harvard T.H. Chan School of Public Health Center Preparedness and Emergency Response Learning Center. Dottie has over 20 years of experience in emergency management and public health preparedness, working with many organizations – private, non-profit, and governmental. She has developed competency-based trainings for the HSPH-PERLC and provides support to several other projects.

Leesa Lin, MSPH
Program Manager

Leesa holds a MSPH in Global Health and Population from the
Harvard T.H. Chan School of Public Health and a BA in Psychology from the University of British Columbia. She manages and coordinates the research and training activities for the HSPH Preparedness and Emergency Response Research Center (HSPH-PERRC) and HSPH Preparedness and Emergency Response Learning Center (HSPH-PERLC).
