The Emergency Risk Communication Item Bank was created to assist policy and decision makers, practitioners, and public information officers (PIOs) from public health agencies, hospitals or health-related programs to quickly evaluate public opinion and public communication strategies during emergencies.

The survey questions were constructed based mainly on two sources: focus groups data gathered from diverse ethnic/racial and socioeconomic backgrounds and pre-existing surveys, including the Harvard Opinion Research Program H1N1 Survey, the Health Information National Trends Survey (HINTS), and from the CDC’s Behavioral Risk Factor Surveillance System (BRFSS). The survey was finalized after a round of cognitive  interviews with potential participants.
