Making Smoking History: Implementation of the WHO Framework Convention on Tobacco Control

Purpose

This program is designed to educate and train senior public health officials and staff of noon-governmental agencies to implement the recently ratified World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC). Utilizing IHSP's expertise in the area of leadership, and strategic planning and the Division of Public Health Practice (DPHP) knowledge of the FCTC, tobacco control interventions and international tobacco control, the program will offer targeted training on how to implement and evaluate the provisions of the FCTC. Participants will gain a solid foundation in the FCTC, science of tobacco control, program implementation and evaluation and strategy development.

Participants will learn to:

" Develop strategies to pursue implementation of FCTC that are particular to the participant's home country;
" Adapt tools and knowledge gained to enhance the participant's nation to curb tobacco use;
" Utilize tools to accurately assess present tobacco control capacity in the participant's organization and nation; and
" Apply the result of that assessment to formulate realistic strategies for reducing tobacco use.

Participants will be learning from experience gained in the United States, as well as many other countries of the world.

Who Should Attend

Persons committed to reducing tobacco use in resource-constrained environments, including both policy makers and senior health care managers, will find this workshop helpful. This course will be useful for country or regional leaders engaged in health sector reforms, especially those contracting for health services with private or quasi-governmental institutions. Only managers with strategic authority are appropriate from health care institutions including hospitals. An international perspective will be stressed. This course is not appropriate for people solely focused on work in the United States, or for individuals new to the health care field.

Educational Approach

The participants will be learning through short lectures and class discussions as well as small group and individual exercises. This course offers a blend of theory and practice, geared to an audience that is focused upon implementation rather than research. Classroom points will most often be made through active leaning methods, rather than through lectures. Lively discussion among experienced participants is expected throughout. Participants are encouraged to bring their own country material and resources related to Tobacco Control. This material will be utilized in individual or group projects that each participant is expected to pursue during the course.
About the Course Directors

Paul Campbell serves as Course Director. He is a member of the International Health Systems Program in the Department of Population and International Health at the Harvard School of Public Health as well as a Lecturer on Management in the Department of Health Policy and Management. He is also the President of the Maine Center for Public Health. He has recently managed multi-year projects on health sector reform in Poland and managed care in Zimbabwe. Dr. Campbell has extensive experience designing and leading workshops on various health management topics. Past sponsors for his workshops include a number of agencies in the U.S. government, the Ford Foundation, the World Bank and the Hinduja Foundation. Dr. Campbell earned his Doctor of Science degree in health policy and management at Harvard.

Greg Connolly is a professor at the Harvard School of Public Health and a Dr. William Cahan Distinguished Professor awarded by the Flight Attendant Medical Research Institute. At the HSPH, he teaches and conducts research on tobacco control policies and projects. He is the former director of Massachusetts Department of Public Health's Tobacco Control Program, one of the largest campaigns to curb tobacco use in the world. Dr. Connolly is a graduate of Holy Cross College, Tufts Dental School, and Harvard School of Public Health. He is recognized as a national expert on smoking and health and has served as an advisor to the World Health Organization on tobacco and health issues.
