Exploring qualities that make ministers effective

Ministers of education and health play crucial roles in developing countries around the globe. To be effective, ministers must combine good judgment with far-reaching vision, be savvy political navigators and good managers, implement policies effectively, be competent at handling crises while staying focused on long-term goals, and be humble.

These insights, gleaned from ministers who have participated in the Harvard Ministerial Leadership Program, were shared in a March 18, 2019 Devex opinion article co-authored by Michael Sinclair, executive director of the program, and Karima Ladhani, assistant director of program research and development.

Since 2012, 150 ministers from 60 countries have participated in the Harvard program, which is designed to enhance ministers’ leadership effectiveness. The program is a joint initiative of Harvard T.H. Chan School of Public Health, the Harvard Kennedy School, and the Harvard Graduate School of Education.
