Emergency Planning for Local Public Health

Compentency 3.2 – Contribute expertise to the development of emergency plans.
This course provides a foundation for local public health practitioners in emergency planning principles, and the integration of public health into the emergency planning process. This course has been created for local public health workers, and others who are interested in public health emergency response. It will introduce public health emergency planning issues, and describe public health roles and responsibilities during a disaster. Learning objectives will help to build skills so that the public health worker can ‘contribute expertise to the development of emergency plans’ which is competency 3.2 under Plan and Improve Practice.

Introduction to CHEMPACK: Module 1

Competency 3.2 – Contribute expertise to the development of emergency plans.
This course provides an overview of the national CHEMPACK Program, as well as types of situations during which CHEMPACK assets should be deployed and an overview of many responders duties in an emergency. Module 1 covers the introduction to the CHEMPACK Program. This module is targeted towards: Hospital personnel, first responders, public health professionals and other staff and volunteers who may be involved in a response effort. Learning objectives will help to build skills so that the public health worker can ‘contribute expertise to the development of emergency plans’ which is competency 3.2 under Plan and Improve Practice.

CHEMPACK Response Procedures for Nerve Agent Incidents: Module 2 for CT

Competency 3.2 – Contribute expertise to the development of emergency plans.
This course addresses the response procedures for nerve agent exposure, including: explaining what responders should do when they recognize a potential nerve agent incident; when to request deployment of CHEMPACK assets; notification procedures observed during the response; steps taken to deploy CHEMPACK assets; and an explanation of required after-action documentation. This training was developed in collaboration with the CT Department of Public Health and the content reflects CT CHEMPACK plans. The module is targeted towards hospital personnel, first responders, public safety answering points (PSAP/9-1-1), centralized medical emergency dispatch (CMED), and other staff and volunteers who may be involved in a response effort. Learning objectives will help to build skills so that the public health worker can ‘contribute expertise to the development of emergency plans’ which is competency 3.2 under Plan and Improve Practice.

Logistics & Maintenance of the CHEMPACK Containers: Module 3 for CT

Competency 3.2 – Contribute expertise to the development of emergency plans.
This course addresses the logistics and maintenance of the CHEMPACK containers, including: CHEMPACK host agency’s role and responsibilities; how CHEMPACK assets are maintained; and when and how CHEMPACK assets should be mobilized. This training was developed in collaboration with the CT Department of Public Health and the content reflects CT CHEMPACK plans. This module is targeted towards CHEMPACK Host Facilities Personnel (Connecticut Department of Health, Hospitals, Fire Departments) and other staff and volunteers who may be involved in a response effort. Learning objectives will help to build skills so that the public health worker can ‘contribute expertise to the development of emergency plans’ which is competency 3.2 under Plan and Improve Practice.

CASE STUDIES
Case Study: The Great Springfield Tornado

This case-study addresses the public health and emergency management response to the three tornadoes that hit Springfield, MA on June 1, 2011 and the impact the emergency had on the community. This case-study focuses on response efforts with specific reflections on the lessons learned during such event. Learning objectives will help to build skills so that the public health worker can ‘contribute expertise to the development of emergency plans’ which is competency 3.2 under Plan and Improve Practice.
