Principal Investigator, Director
Dr. Testa has devoted her career to teaching and education for public health professionals, including 32 years of training degree and continuing education students. Dr. Testa taught over 110 for-credit degree courses in public health and medicine, and since 1997 has served on the Executive Committee of the HSPH Center for Continuing Professional Education (CCPE). Elena Savoia, MD, MPH
Deputy Director
Dr. Savoia has a background in medicine, hygiene, and public health emergency preparedness, as well as extensive experience in the assessment of public health systems’ emergency preparedness capabilities. Linda Marc, ScD, MPH, MS
Education and Curriculum Development Director
Dr. Marc has a background in social determinants of health, with experience in the measurement of psychological outcomes and knowledge of cultural issues relevant to vulnerable populations (e.g., ethnic minorities, multilingual audiences, immigrant and lower socioeconomic status groups). Sarah M. Short, MPH
Program Manager
Ms. Short has a background in community-based participatory reseach and public health emergency preparedness, with experience in project and program management, research, and evaluation. She is the Program Manager of the H-PERLC.

Dottie Bernard, MPH
Program Manager
Dottie Bernard is a Program Manager at the Harvard School of Public Health Center Preparedness and Emergency Response Learning Center. Dottie has over 20 years of experience in emergency management and public health preparedness, working with many organizations – private, non-profit, and governmental. She has developed competency-based trainings for the H-PERLC and provides support to several other projects.

Stacey Hoyo, MS
Administrative Coordinator

Stacey Hoyo has a background in mental health counseling, as well as Student Affairs in Higher Education. She also spent two years teaching and counseling at a college in the Republic of the Marshall Islands. She provides support to the Preparedness and Emergency Response Learning Center as the Administrative Coordinator.
