Evaluating USDA's Changing the Scene

The USDA Team Nutrition program created the Changing the Scene kit
of materials to assist schools and communities interested in improving
their school nutrition environment. This kit includes general guidelines
for creating a school nutrition team, explains the USDA's six components
of a healthy school nutrition environment, assists the school nutrition
team in assessing their needs, and contains references and resources
for presentations to parents and community members. CTS toolkits can

The USDA encourages states to utilize this material and disseminate
the kit to schools and communities. The Massachusetts Department of
Education, Nutrition Programs and Services (MA DOE) has created an
innovative training model using the Changing the Scene kit to encourage
change in the Massachusetts school nutrition environment.

The purpose of this evaluation is to determine Changing the Scene's
overall effectiveness in changing school policy as implemented
by MA DOE.
