In conjunction with the 6th International Congress on AIDS in Asia and the Pacific, a meeting of ministers from the Asia-Pacific region emphasized the economic and security aspects of the escalating HIV/AIDS epidemic. Professor David Bloom provided the background paper for this meeting. The paper demonstrated for the Ministers and their aides the links between HIV/AIDS and poverty. The paper also supported the work of the UNAIDS Reference Group on Economics who are exploring the economic determinants and consequences of the epidemic and the cost of mounting an adequate response. Themes of the paper included, countering the HIV/AIDS epidemic while reducing poverty, assessing the impacts on poor people, and measuring the economic impact and costs of response on the poor and general population.
