Rafael Bengoa, former Minister of Health and Consumer Affairs, the Basque Country, Spain, and Thomas Zeltner, Special Envoy of the Director General in Financing, WHO
Rafael Bengoa is the former Minister of Health and Consumer Affairs of the Basque Country. He was previously director of Planning of the Health Department of the Basque Government, and has worked for the World Health Organization (WHO) as director of Health Systems between 1998 and 2006. After leaving the WHO, Bengoa directed the Kroniker Observatory, an independent organization engaged in the analysis of trends in world health with the aim of improving health systems.
Thomas Zeltner, Special Envoy of the Director General in Financing for the WHO, is an international expert leader in public health and health system development. Zeltner has been the Director-General of the Federal Office of Public Health of Switzerland from 1991 to 2009, the National Health and Public Health Authority and Secretary of State for Health. In this function he was a key actor in Swiss health policy and represented Switzerland in many international health organizations.
