Adolfo Rubinstein MD, MSc, DrPH

Minister of Health, Argentina (2017-2019); Director, Center for Implementation and Innovation in Health Policies at Institute for Clinical Effectiveness and Health Policy, Buenos Aires, Argentina

Dr. Rubinstein is the Director of the Center for Implementation and Innovation in Health Policies (CIIPS) at the Institute for Clinical Effectiveness and Health Policy (IECS) in Buenos Aires, Argentina. He formerly served as the National Minister of Health of Argentina (2017-2019), was the Founder and Former Director General of IECS (2002-2017), and was the Director of the Program of Clinical Effectiveness of the University of Buenos Aires (1999-2017).

Dr. Rubinstein graduated from the University of Buenos Aires (UBA), subsequently earning an MSc in Clinical Epidemiology from Harvard T.H. Chan School of Public Health and a DrPH in Public Health from UBA. He then received a diploma in Health Economics at the University of York, UK, and then completed the executive program of implementing public policies at Harvard’s Kennedy School of Government.

Dr. Rubinstein is full Professor of Family Medicine and of Public Health and founded and formerly directed the Master program in Clinical Effectiveness of UBA. He is a Visiting Professor of the Lown Cardiovascular program at Harvard T.H. Chan School of Public Health.

From 1992-2010, Dr. Rubinstein founded and was chairman of the Division of Family and Community Medicine at the Hospital Italiano of Buenos Aires, one of the leading teaching hospitals in Argentina. He also founded and was Director-General of the Institute for Clinical Effectiveness and Health Policy (IECS) in Argentina since its creation in 2002 until 2017, when he was appointed first as a Vice Minister and then as National Minister of Health of Argentina.

As the Minister of Health of Argentina (2017-2019), Dr. Rubenstein’s priorities were focused on expanding the Universal Health Strategy, particularly for the uninsured population; preventing and controlling NCDs and childhood obesity; and regulating the price and coverage of innovative drugs. In 2020, he returned to his home institution, IECS, to create the Center for Implementation and Innovation in Health Policies (CIIPS), where he is its current Director.
